For well over a decade now, various research programmes in phonological theory have been striving to achieve a new objective: a non-derivational model of phonological description. This tendency grew out of a dissatisfaction with transformational rules which mediated between the underlying (lexical) and the systematic phonetic (surface) levels of representation. Admittedly, the generative power of phonological rules was considerably curtailed by placing more emphasis on the principles governing the structure of underlying forms; this is reflected in such theoretical developments as Autosegmental Phonology (Goldsmith 1976), Feature Geometry (E.g. Sagey 1986, McCarthy 1988), or Underspecification Theory (E.g. Archangeli 1984, 1988, Steriade 1995). However, the outcome turned out to be less than satisfactory and a more radical step was needed. This led to a complete abandonment of the rule component, leaving researchers with a dilemma concerning the nature of the connection between the underlying representation (input) and the surface forms (output). To the degree to which we can still speak of the remaining input / output dichotomy, two quite disparate research programmes have evolved in this new situation. One of them, Optimality Theory (Prince and Smolensky 1993, McCarthy and Prince 1993, Kager 1999, McCarthy 1999, Roca 1997), views grammar as a system of interacting violable principles which evaluates surface forms. In this sense, it may be said that this model focuses on the output. A different view is taken by a model such as Government Phonology (Kaye, Lowenstamm and Vergnaud 1985, 1990, Harris 1990, 1994, Kaye 1990, 1995, Charette 1991, Gussmann 2002), which aims at formulating the principles and parameters underlying the phonological structure, that is, the input, and which claims that phonologically relevant generalisations can only be made at the underlying (lexical) level...
